Even Bureaucracy Needs a Lifecycle
In the reality of our world, every entity has a defined life cycle. Biological cells are born and die. Products and automobiles age and are replaced. Technologies become obsolete, and factories eventually give way to newer and more efficient ones. Yet bureaucratic institutions seem strangely immune to this fundamental law of nature. The inherent tendency of bureaucratic mechanisms is to perpetuate themselves. Over time, their survival, budgets, privileges, and institutional status can gradually become more important than the public purpose for which they were originally created. A striking example from Israeli history is the Ministry of Information. The ministry has been established and dismantled repeatedly over the years, with its necessity and effectiveness repeatedly called into question. At times, it has served less as a response to a genuine national need and more as a vehicle for distributing political appointments and positions. There are historical examples elsewhere in the world that are both amusing and disturbing. One famous example is the British bureaucracy responsible for regulating horse-drawn carriages and issuing licenses for them. Such regulatory mechanisms continued operating and collecting fees for decades after the automobile had become the dominant form of transportation and horse-drawn carriages had largely disappeared from everyday life. This is the fundamental problem: institutions created to serve a particular purpose can eventually become entities whose primary objective is to preserve themselves. Their original mission becomes secondary. Their budgets become permanent. Their personnel become entrenched. Their procedures multiply. Political connections accumulate. And an institution that was once a tool for solving a problem can eventually become a problem in its own right. A Four-Stage Lifecycle for Public Institutions To address this structural flaw, public bureaucratic mechanisms should be given a strict and predetermined lifecycle. The goal is not to weaken government. Quite the opposite: it is to ensure that government remains capable of adapting to the changing needs of its citizens.
