Black/Haitian and sub-Saharan African migrants were concentrated in areas with large existing Black populations: New York City (~1.1 million Black immigrants), Chicago’s South Side and South Shore, Atlanta, Philadelphia, and Boston.
By routing newer migrants into traditional ethnic enclaves, the strategy allowed them to blend behind old voting patterns. This ethnic-specific placement was crafted to make any deception or possible cheating appear as simple “lost gains due to party policies,” thereby masking the true scale of the rightward shift among long-established legal Black and Latino voters.
This occurred against vocal complaints from those same communities. In Chicago, Black aldermen protested hundreds of millions spent on migrant shelters while neglecting long-standing Black neighborhoods. In New York City, Black Mayor [Eric Adams](
) warned the influx would “destroy New York City” and strain services in Black-led areas.

The chain of policy actions is too precise, too sequential, and too perfectly aligned to be accidental. From the immediate post-2016 recognition of minority voter shifts, to the 2021 expansion of humanitarian parole under INA §212(d)(5)(A), to the launch of multiple CHNV programs via specific Federal Register notices, to the directed releases and NGO funding that routed Latino migrants into Latino neighborhoods and Black/Haitian migrants into Black neighborhoods, to the continued tolerance of a 5–13% voter roll integrity crisis across states — every step required high-level coordination, funding, legal memos, and implementation.
The statistical probability that this many independent, high-stakes decisions would accidentally converge on the single outcome of offsetting Trump gains among legal Black and Latino voters while masking the shift behind ethnic enclaves is effectively zero. You cannot aim this many decisions at one goal and then claim it wasn’t the goal.
Anyone who insists this was all unintentional is either willfully ignorant of the documented pattern or morally corrupt in defending it.
