Is this a valid HARD MONEY / DSCR loan?

I have a local investor/gator here in San Diego that’s looking for a PMP on a 16 unit multifamily out in New Orleans.
$160k
1st position
10% interest (paid out monthly)
Light rehab, stabilize and increase rent, then refi out
18-24 month payout
Would this be a valid hard money money / DSCR loan??
