Operation Sovereign Tide: Preventing Regime Remnants from Reconstituting Through Oil Revenue

The reason we are moving into the next phase of liberating Iran is because the conventional military phase has largely achieved its purpose. Operation Epic Fury broke the mullah regime’s immediate conventional military capacity, but the broader conflict has not ended. It has shifted towards the second phase of Iranian liberation that centers on diaspora supported track II efforts to further enable Iranian resistance.
The reason for the shift is in no insignificant part underwritten by the fact the United States-led Western alliance is facing a coordinated autocratic bloc made up of Putin’s criminalized counterintelligence state, the Chinese Communist Party, the North Korean regime, the remnants of the mullah regime, and their sub-state terrorist proxies. These actors are not operating in isolation. They are watching each other, learning from each other, and coordinating pressure across multiple theaters in order to stretch Unuted States force projection capability.
· Putin is preparing to test NATO in the Intermarium.
· The Chinese Communist Party is increasing its belligerency against Taiwan.
· North Korea remains a standing threat in Northeast Asia.
The mullah regime remnants and their proxy networks understand this broader strategic environment and will try to exploit it. Their goal is to survive long enough for the United States and its allies to be pulled into multiple simultaneous crises, giving each member of the autocratic bloc an easier path in its respective theater.
That is the context behind the floated MOU or transitional understanding with regime remnants. It is not a sign that the mission is over. It is an attempt to secure an operational pause so the United States can pivot geopolitically toward the Intermarium, Taiwan and the broader global confrontation with the autocratic bloc, while also continuing to rebuild a national defense industrial base that has been weakened for decades by leftist and libertarian disinvestment, political mismanagement and unserious or int he case of clinton, obama and biden compromised strategic leadership.
That said operational pause also creates a danger.
If the Strait of Hormuz reopens and the remnants of the Islamic Republic are allowed to use that pause to restart oil sales through the shadow fleet, then they can begin reconstituting themselves financially. They do not need to regain full political control immediately. They only need enough oil revenue to bribe, intimidate, reorganize, sabotage, rebuild patronage networks, fund proxy forces, and preserve the internal security architecture that kept the regime alive.
That is why Operation Sovereign Tide matters.
The Islamic Republic and its remnants do not survive because they have legitimacy. They survive because they can monetize oil. That revenue funds repression inside Iran, proxy warfare across the region, terrorism, missile development, internal security forces, and the corrupt patronage networks that keep the regime structure alive.
So the strategic question is not simply whether the Strait of Hormuz can be reopened. The real question is: who controls Iranian oil revenue after it reopens?
If maritime traffic resumes and the old shadow fleet is allowed to restart business as usual, regime remnants, IRGC-linked actors, sanctions evaders, corrupt brokers, and China-facing intermediaries will attempt to rebuild themselves through oil sales. That cannot be allowed to happen.
Within the three-line effort framework, Operation Sovereign Tide is the decisive main effort. Its purpose is to prevent Iranian oil from flowing back into the hands of the same regime networks that stole it from the Iranian people and used it to fund terrorism, repression, and regional destabilization.
· The first line of effort is direct control over the oil revenue system itself: deny the remnants the ability to monetize Iranian crude, seize or bring under lawful control the oil already held at sea, redirect those cargoes away from regime-linked channels, and reallocate the proceeds to a legitimate Iranian transitional authority or escrow mechanism for the Iranian people.
· The second line of effort is persistent intelligence support. A lawful diaspora OSINT pipeline can help identify, track, and expose the shadow fleet, the ship-to-ship transfers, the false documentation, the laundering routes, and the China-facing networks that allow the regime’s oil economy to survive outside normal sanctions enforcement.
· The third line of effort is expanded legal and enforcement capacity. Whether through modernized statutory authorities, congressional authorization, or other lawful mechanisms, the United States and its allies need the ability to scale enforcement beyond paper sanctions and ensure that illicit oil networks cannot simply wait out the crisis and restart once the Strait reopens.
This is also where broader diaspora-supported Track II material support for the Iranian resistance becomes critical. The next phase is not simply a military phase. It is a political, informational, economic, and logistical phase designed to prevent regime remnants from using the pause to survive, regroup, and return.
The point is not to prevent energy stabilization. Reopening the Strait may be necessary to calm markets, reduce pressure on allies, and prevent global economic shock. But reopening the Strait without controlling the revenue stream risks giving the regime remnants exactly what they need to come back.
The strategy must be clear:
reopen lawful commerce, stabilize energy flows, pivot U.S. attention toward the broader autocratic bloc and permanently separate Iranian oil revenue from the mullah network, the IRGC, and the shadow fleet system that sustained them. Every barrel that would fund regime reconstitution should instead weaken the remnants, support market stability and help finance a legitimate Iranian transition.
That is the core of the strategy:
Operation Epic Fury addressed the conventional military phase, the MOU may create an operational pause while Operation Sovereign Tide (itself part of a broader Track II strategy for phase II) is designed to prevent that pause from becoming a lifeline for the regime remnants.
