Find title companies that work with out of country people

Hi maybe someone could help me. I want to virtually wholesale and what i am finding is that title companies dont want to deal with me . Basically because i am not from the usa and they dont want to hold FIRPTA taxes back in the fear of getting in trouble with the IRS.

What is people thoughts. I dont want to set up a llc yet until i do a few deals get some money together to make sure it will work.

IRS wont give an ITIN number to a foreigner for wholesaling and will only give one after setting up a LLC
