How do you get WIOA certified and approved

Hello, I was recently watching the podcast episode “Build a 7-figure trade school business” with Hector and it was very interesting and valuable information but I don’t know where to go or what to do to be certified to give out grants to people to purchase online courses and get certificates/certifications for the trades. Does anyone know about this and can anyone help me out? As a side note, does anyone know what places to go to white label already existing online courses for the trades?
