Isn't Trump saying we caved in to Regime blackmail?

Can someone please explain to me that Trump not saying that we have have no choice but to cave in to Iranian Regime blackmail -

Trump speaking at G7: …”If we didn’t do this deal we could’ve dropped more bombs for another three weeks, two weeks, four weeks, two years, you would never have the Hormuz Strait open….”

By extension, Trump is saying the Iranian Regime can do whatever it wants - keep the Iranian people hostage, develop nuclear weapons and ballistic missiles, fund its proxies... I hear him saying we are powerless to act because they can close the Strait of Hormuz.

I hope the message is different tomorrow, but today he is saying the US and the Abraham Accord signees are utterly defeated.
