Apple card ID verification

I applied for apple card at 9 month credit history last month and got declined saying i only had 1 open account and balance is too low and also insufficient credit history.

Today i reapplied with 10 month credit history and an increased utilization ~1% with tello data on desktop browser and got hit with id verification instead of a decline.

Does it mean my approval odds are getting better?
How to avoid getting the id verification since it only accepts US ids and i have none? I followed all the tips including tello data, desktop browser but stil got id verification.
Is desktop better or mobile wallet on iphone for better chamces of not getting id verification?
