AMEX is asking me for a 4506-C

I’m a non-resident alien, living abroad, filing 1040-NR with $0 US taxable income.

My 1040-NR has a foreign address, not my US mailing address.

I already have an Amex US Business via Global Transfer

I’m now applying for an Amex US Personal to build US credit and fully move my profile to the US, then close my old foreign AMEX card - To finalize the application, they are requesting a 4506-C to obtain my 1040 from the IRS (seems to be because my credit history is too thin)

Should I not send the 4506-C and cancel the application?

Is there any workaround in this situation?
