Water shut-off request

I emailed the water works of Richmond, VA to request records of water shut-offs a few days ago. Today they responded to my email and ask I pay $122 and then they will release the list. Most of the other records I pulled were free, but I guess not these ones. I’m not paying $122, it doesn’t sound worth it to me at the moment. I’ll just find other government lists that are free to pull and search for sellers. Who else had this happened?
