Rural Iran

Most images and videos we see online are from cities. I was wondering what the situation is in rural Iran. By rural I mean really small villages far away from big hubs. Is it possible to basically fly under the radar of the IRGC and for example use starlink dishes with minimal disguise and risk?
Of course, the revolution itself needs to happen in the cities. But I have always imagined that locations in rural Iran could be used for safe hide-outs - a bit like the French restiance during the 2nd world war.
