Right way to Signal Based Outeach

I am scraping marketing agencies posting sales reps. jobs on linkedin. Apify linkedin job scraper only gives me 1000 public job posts at max. Taking that data to clay.com, and doing basic decision maker filtering i usually get less than 50 leads. Which is actually less.

Has anyone tried this flow? How successful is this? If i get 50 leads from 1k job post scrape, how to get 1k leads by scraping 20k jobs? I found that apify job scraper only scrape jobs from top to bottom and only gives me at max under 1k result.

So is there any other method that is available or i am missing something?
