How to retarget our cold ICP users on other platforms?

Hello,

I was wondering is there is any way we can "upload our email list" and we can create display, text etc ads for them on all other major platforms?

Should work well, but I don't know which platform allows targeting via email list?

Or what if we can put some code on our email campaigns that can capture device ID etc and that way we can target them elsewhere.

Looking to hear inputs for this.

I am sure some of you are already doing it.
