Capital One Platinum approved but restricted

Hey guys, got approved for Capital One Platinum but after that they asked for US-based ID.

I said I don't have I escalated it to the manager, they said OK no problem, but then upon verification the fraud department says it needs to be US-based.

Anyone in that situation and managed to solve it?
