Need your opinion on scaling

Hello guys, I got a stagnating store that I wanted to scale. Currently it is around 10-12k/mo super consistant but I need to scale and I am not sure what actions will lead to the best results. Pmax campaign is at 2.4 TROAS but don't go further 110€/day after many month.

My plan was to do a new Shopping Pmax with all the "winning products" with 2,7+ ROAS and isolate them to scale this part

Then Cut all the low roas products in the current campaign

Then create a 3rd Shopping Pmax to force google to spend on some products (I added 600 new products in the last 4 months and I saw that Google didn't spend any budgets on a lot of them and I would like to give them their chance.)

What do you think about this strategy ? Is there something better that I am missing ?

In parallel, I will duplicate this store in another country (Don't know yet between UK, Germany or Italy)
