So I have this enforcement agency who has been instructed to collect a debt for CT on behalf council. I've done 3 SAR requests and letter before claim to this agency. They say the council is the data controller. But the agency refers to this alleged LO that gives them ability to enforce the debt. So this is a brief background. My question is can I still issue an N1 claim against this environment agency for lack of legally executed LO, lack of DPIA, LIA and breach of data?
