Cold email or cold call

Hey guys. I’m planning to start to find my first client to sell an automation to but idk whether I should rely on cold calling or cold emailing. Because whenever I cold call the businesses it’s usually the customer service side or just some gatekeeper and it’s not the decision maker on the other end of the call. So what should I rely on?
