Pulling list on X leads.

I went to import a list of contacts on leads. At the bottom of the 4th step there's a check box with the statement “i confirm all contacts in this import have consented to hear from us. I’ve previouslycontacted them within the last past year, and this list is not from a third party”

So I'm confused. I thought you could pull list for cold calling and such.

Could someone clear this up for me?
