Marketing Agency Won't Transfer LSA Account

I have a client whose former agency created his LSA account and when we asked to have it transferred, their response was "we’re not able to transfer ownership or provide direct access. This is standard for Google accounts created within our agency environment."

Can anyone help me figure out what my next steps are? I know that having two LSAs attached to the same GBP can cause major issues.

Any guidance is appreciated.
