Service Delivery Help!

Hey y'all, hope everyone's crushing! I'm working with a client and right now, the ads are performing amazing. We've spent around $600 Canadian and gotten 40 leads. With a budget of $30 Canadian a day, we're consistently getting 1-2 leads a day. And this is for a service he charges 900 to 1800 for.

The thing is, none of the leads have converted. We're engaging in conversation, it's just that most of the leads can't afford it or looking for cheaper alternatives. I know I should be expecting lower quality leads with so many, but with 0 conversions out of 40 leads, there's a problem. Any advice on sales or ad targeting to fix this? Any help would be appreciated!
