How do you get clients A2P certified?

Something I'm curious about. I need to set up the reviews on GHL. I have a hurdle I don't understand. Does the customer need a Privacy Policy and Terms of Service built for GHL to accept for A2P?

I'm struggling to see how to do this for so many clients.

I received the A2p for another project I did, but I can't even get my own account certified and have already spent $50 on attempted certifications. GHL can't even tell me why it's not passing, and the AI is not solving the issue.

So, how do I get past this and sign up volumes of clients?
