Flaky coating on OEM headlight

I’ve never seen headlights like this before but a client sent me these pics of OEM headlights she had installed on her 2016 Honda CRV last year. There’s a thin coating that is flaking off. Google says that thin coating is the UV coating.

Drawing on the experience here in the group. Will the liquid sandpaper take care of this? Or should I expect to start with 600 grit instead of 1000?
