Design Center Issue - Am I the Only One?

I completely filled in my Campaign PR and then opened a Design Center PR template and...

It pulls in some of my content but also some of the FM PR boilerplate content (which doesn't even exist in my Campaign PR content).

Is this ...

a) a normal occurrence?

b) a tech glitch specific to my account?

c) something I'm missing in the process?

I know I can manually edit, but I'd like the convenience of the program properly populating the template.

Who's got suggestions for troubleshooting??

p.s. How do I delete the Design Center PR I've created if I want to start over? Is there a manual for using the Design Center??
