Cold Lead Database DNC Registry Scrubbing

I am starting to work with a new real estate agent who has a database of about 4,000 cold leads in his area. Obviously these won't convert as well but we are a little skeptical primarily because of this article here.

(i know you worked with cold leads) - do you guys know of a possible service or place were I can run all of these leads thru the Do Not Call Registry? Thanks
