Client reaching method

Hello everyone, I’m new in this community and I’m happy to be here! I have a question:

I need to find a way to find clients for an AI automation agency. I want to focus on English speaking clients. The problem is that, I am from Bulgaria and if I want to do outbound cold calls in English speaking countries, I will have to pay big taxes for the calls. Do you have any other methods in mind like Email marketing, social media outreach etc.? Are they good as a starting option without having any social proof yet? I’d love to know your opinion on this.
