Should I contact someone to work on my book cover before or after I receive my copyright?

Hi there, authors, My book is ready to come into the world, and I am looking into the less fun things like ISBNs and distribution. Does anyone have experience or tips on registering ISBNs? I read this article and purchased 10 ISBNs, but I am not clear on the next steps. Any advice would be greatly appreciated
