need help.
okay so i been working out for a long time and i met this dude online and he gave me a workout a plan for me but the thing is the sets look short and the reps look short also he said go heavy and i been doing this for 3 months and what im seeing no progress man like can you guys rate this workout routine and tell me what i can do.

alright theres no to failure, rest period are 3 mins long for heavy workouts its 5 mins and i do it 4 times a week so upper body, arms, upper body, arms, of course the rest period are all separated so one day gym next day rest nect day gym and so on you can get it
