I'm trying to make a date with a woman who can't drive at night, which means I can only see her during the weekend. She already ruled out this weekend because she has other plans. How do I keep the conversation going and setting a first date for another week and a half?

I have a female friend who seemed really into me at a party, including what I thought were some pretty obvious signals, and we talked about meeting up just the two of us, but when I asked her out she just ignored it. When I talked with her later, she said it was because she gets tired some days and can't plan, essentially. I'm not sure what to make of that or what to do with that.

@Jordan Torres clear sign would be if she goes out her way to touch you or be with you, but those are rare. That's probably the best way to approach it, but you have to avoid it sounding like an interview.
