Does anyone here have experience running ads to get NDIS clients and if so what did you find worked best and what was your average CPL?

Been running pressure washing ads in Brisbane. Got $0.56 CPC. But no leads. What should I do to fix this. Should I stop using landing page or should I try find what’s wrong with landing page

If a client gives $1000 for 10 leads and say I get those leads within the first week or two is there a way to stop the the leads from going to that client once it hits that amount? Because with a few clients it would be easy to manage but at scale it will be hard to keep track when goals have been met.
