Nice! Thought I would share some of my insights, as I send thousands of SMS everyday. I can confirm that my experience also is that the best time is from 9:00 a.m. to 10:30 a.m. and other than that probably 7:00 p.m., but also depends heavily on what stage of Life they're in, so it helps to know your audience. I wish I could show you guys some of the responses that I get for my roofing client. LOL people put a lot of creativity into being completely disgusting. Haha

@Sean Dezoysa correct. I don't use SMS for myself, I use an automated email system that I built. The reason I don't use SMS for myself is that the companies that I'm reaching out to are such that I will not be able to contact a decision maker on any phone number that I would be able to find publicly for the business. B2B SMS is a bit more tricky for that reason, but you can find Industries where it's typically a business owner that just has a cell phone and they tend to manage all Communications through that line. For an industry like that, it does make sense to SMS. Hope that makes sense.

Is there a way to do this in GHL?
If the number of leads from a form reaches a certain limit (for example, 6 leads), I want any additional leads to be moved to a waitlist. Is there a way to do this inside of GoHighLevel?

To send appropriate messaging based off of what list they're on, you could put the messaging on those two branches. You might just make this your "New Lead" Workflow if this isn't just a brief thing.

@Euan Smith the issue there is that the automation would need to be an indefinite Loop and it would have to be tied to a contact and if that contact ever disappeared, then the automation would no longer happen. To avoid that risk, it makes more sense to do it as I described, but you can absolutely do that in go high level of you want.
