cold calling early in the morning

I have often heard people talk about cold calling pre 9am, Benjamin Dennenhy also says this is the time decision makes will be at their desk. I've always felt uncomfortable calling pre 9am as it feels like you could be intruding on someones personal time- school drop offs etc. Does anyone have any views or experience of cold calling calling early in the morning?
