Question About Constitutional Law Commerce Power Analysis
A federal statute requires any individual or entity owning more than 100 cars to ensure that at least 10 percent of those cars are electric-powered. A city has sued the federal official responsible for enforcing this statute in federal district court, seeking an injunction prohibiting enforcement of the statute on the ground that it is unconstitutional. Should the court grant the injunction? Hello in the answer it says law is valid and it doesn't violate 10th Amendment. I agree that however, I have question from different perspective. As far as I remembered we learned Congress only can regulate already existed commercial relationships but can't compel people to get into new commercial relationship. In this law if it says any individual or entity owning more than 100 cars must buy extra number of 10% of total EV cars (for example if someone has 100 cars law makes total number 110), does it mean law compels people to get into new commercial relationships or would the analysis stay same.

Question About Constitutional Law Free Speech Analysis
A protester entered an IRS office during business hours. He denounced the income tax and set fire to pages from his copy of the Internal Revenue Code. The fire was extinguished before it caused any other damage. The protester was arrested and charged with violating a state law that prohibited igniting a fire in a public building. He claimed that his prosecution was unconstitutional under the First Amendment. May the protester constitutionally be convicted? Hello I was practicing and wanted to ask something about this question. Isn't this similar to bong Jesus case I mean IRS office should be evaluated as non public forum that's why we need to consider if act is viewpoint neutral and reasonably related to legitimate government interest. However, in the answer it is evaluated as mixed conduct situation and burden of act is expected not to be substantially more than necessary amount. How are we going to differentiate these because it is really also mixed conduct as well.
