PTO policies

Hello, I am revamping our PTO policies due to our firm's growth. I would love feedback on how your firms avoid conflicts of too many people in operations taking PTO on the same day during holidays. Do you go by seniority, who had it off last year, first to book gets it, on call, etc..?
