What to do?

Hello everyone,

I'm wondering if you prospect a big company they will tell you that they recruit in-house because they have their recruitment team and don't use agencies, but if you prospect not a big company they will tell you that they recruit in-house because might not have funds to pay for a recruiter. So who could be interested in recruiters?
