Let’s get a thread going for quick targeting strategies. Facebook does like a customer list of less than 1000 before allowing custom look alike audience to be made.

A strategy I have used to get around this is a quick data scrape of Instagram profiles that match my audience criteria (using APIFY scraping tools). With this data I clean it up and upload to Facebook and create initial look alike audience based on this data.
