About Licensed

I’m in Georgia and when I researched starting a group home, most of the info I found says that I need to be licensed. However, I’d prefer to start out non-licensed. My goal is to offer housing specifically for seniors and VA tenants. Should I be referring to it as “shared living” instead of a “group home” to avoid the licensing requirements? Does Georgia really mandate licensing for this type of housing?
