Maybe, but she is extremely disconnected from the reality. 1st, she made a deal with US on trade, which was a catastrophic one: EU pays 15% on exporting to USA, USA pays 0. German industry leaders are not pleased. 2nd, she decided to focus on an important area - but the leader "were there for a different reason". she should have recognised what is the goal of this key meeting.

In short: They are stalling for time. But what they need the time for? To occupy as much land as possible, but that is only the surface level of the war.
