Buying multiple tickets to occupy seats is not legal. If you buy three tickets but only two people board, essentially the third person has given up riding, and the seat resource is just left vacant.

Whoever has bought the ticket own the seat.—there's no need for moral blackmail.

If a passenger holding a standing ticket wishes to occupy the spare seat , he /she should offer payment to the ticket holders.
