The real reason is fear of what happens AFTER you speak. Fear of the reaction. Fear of the silence. Fear that what you say won't matter. Do you over-explain before you even get to the point? Most high-performing women do. Not because they lack confidence β€” but because they want to be understood before they are judged. Here is the problem. When the explanation comes before the decision it sounds like hesitation. Not leadership. Leadership is not measured by how much context you give.
