In looking up the codes in the irs dispute letter, I couldn't find 26 us code 7701 b 12 a 1 online. I've checked multiple online sites with no luck. is there a way to find out if its been totally removed/changed?

As I'm going through these courses and taking my time to overstand everything, I want to confirm that I should file my taxes regularly if I am still employed and haven't done any Nationalizing or any process yet? If not (or if I plan to go into business for myself eventually) which video should I watch when that time comes?
