Struggling to promote my long-form videos with Shorts

I'm wondering if I can get some advice on this: I am unable to figure out how to promote my long-form with shorts. But whenever I try to promote a long-form with a short, I find the short does not have the views to indicate that it has accomplished what I intended it to do. However, independently, a short has done better. Mine is, as of now, a faceless channel.
