Cold call restrictions

Hey everyone, I know that you can make cold calls with vapi assistant to business owners in LinkedIn for example, but is possible to call previous customers of businesses?

For example a e-commerce store who has a client list or new leads list from phantombuster, is it possible to cold call them or we have restrictions on this? I’m in the UE
