Reactivity.

So my dog Rito is 2 weeks in to his 3 week board and train. This weekend while he’s been home with me, I took him on a walk by the river. He continues to be extremely reactive to dogs and people that pass by. How do I tackle this? I try to stay calm and not feed in to it but it’s so extreme and over the top that it’s hard. Any tips. It’s like he sees everything and everyone as a threat.
