Lead generation and reaching out..

So i am new in this agency business and i was thinking if anyone can give me some advice in finding new clients and getting more meetings booked. The main issue for me is since i am starting out i basically have no budget. So i can't hire a lead gen specialist. Most people are just suggesting tools that are paid and expensive to start out with.

Any small advice will be very helpful :-)
