Is it possible to build an all-bound voice agent?

I had a client approach me to build an all-bound voice agent (inbound + outbound)

The use cases for the inbound would be to pick up any incoming calls and for the outbound to call the set appointments prior to a day & confirm them.

He wants them on the same number and one agent that can do both.

Is it possible to build it or has anyone built this?
