Getting government list

@Evan Hamilton No valuable information is available online for Prince William County, Virginia. For code violations i was told by the office to request a FOIA. (i did). For tax delinquency, county doesn't maintain a tax delinquent list them self. TACS is a company that maintains this list for the county and manages foreclosure. Called them, not really helpful. They don't have any office that i can visit. Ricardo, shared a email script with me. I just sent that email from my college email address. Hopefully they would respond with something valuable. For pre-foreclosures, the county does not maintain a foreclosure list. the only info I could find online, Ricardo shared with me a public notice Virginia website where I can find foreclosure properties. Now, this brings me to my question: my understanding is that the foreclosure notice, the public notice, is the last step before the property is auctioned off. Isn't it too late to wholesale that property? How is this information any helpful for me? For liens, I went to Circuit Court Public Computer, and I looked up all the liens list they have. The only issue was that the list I found was very small. One of the IRS liens was like 3 records of all lein, and mechanics liens were like 12 records only. This is the records for this month. For probates, that's a dead end right now. So I went to probates and Will's office and asked the person on the front desk if I can get a probate list or a probate index. She said they don't have a list but I can use the public computer to find out information about one specific individual. I try playing around with filters and try to look up probates with a date filter, but it wouldn't let me do that. They do have a portal online called Eagle Recorders, it says I should be able to find all of this information through that portal, but it's paid.
