I've applied for a highlevel phone number for SMS capabilities two times and it got denied without telling me why... The error is MESSAGE_FLOW: The campaign submission has been reviewed and it was rejected because of provided Opt-in information. Can someone help me resolve this!

I'm planning on Launching Ads this month. Our Ad budget is $2000. Is this a good ad budget to have in order to break even at least? If so, is anyone open to a call to discuss my Campaign strategy and critique it? A second mind always helps. I'm 19 and it's also our first time launching ads for our service! And advice would be greatly appreciated.
