I found a property. With multiple years of delinquent taxes, and I found an obituary, however seems like a very common name. I did true people search nothing came up. I did find a grave and nothing came up. how do you verify you have the right person?

How would I find properties that have multiple years of delinquent taxes, if every year the taxes are sold to investors. Do you have to just pay the tax investor to redeem and take their place?
