For a few years, things in my life seemed overwhelming, paralysis by analysis. I was terrified that the choice i would make was not on God's path for me or my family. That making the wrong choice would push me further away. What I didnt know then and have since realized, if I didnt move, God couldn't direct my steps. Not my words, I read that recently, and suddenly it flashed. Like you said, no response is still a response and not moving, not stepping out is still a choice. When the point came, God finally put the choice so obvious that even in my frozen state I could see it was time to step out. Then the fear, anxiety, all of it vanished. Not because of an actual decision I concously made, but God had made the path so clear nothing else could be heard or seen. Looking back, that time was needed to resolve some issues, but more importantly it has grown me in Him! Im sure the fear and anxiety will try to attack again, but NOW I have what I was taught and can fight back like never before. When is enough enough? When God decided my fear and anxiety, and anger was enough, He said it was enough and did something I couldn't do. When is enough enough, when He says so, we just need to listen to our Father and LET Him work in and through us.
