Puck not dissolving

I have a 15mg tirz that I am trying to reconstitute and the puck will not dissolve. I have gently rolled it and let it sit for about an hour now. The water is cloudy and there are tiny bits floating along with a good chunk of the puck. Any suggestions

@Kristina Marie yes ma'am it is. I will not be buying from them again. Sad part was I even used the bac water I bought from them.
